HR Head
About the role
Human Resource Department Head, under the HR Department, reporting to the Chief Administrative Officer – HR and Executives, and supervising the entire HR Department. The role develops and implements HR strategy aligned with the company's mission, vision, and business objectives, and oversees two HR divisions: Transactional HR (Talent Acquisition, Compensation & Benefits, Employee/Labor Relations) and Transformational HR (Training & Development, Performance Management, Organizational Development). It ensures HR practices drive business success and a positive culture, smooth cross-department communication, support for operational manpower needs, leadership through coaching/mentoring, and monthly progress reporting. Internal stakeholders span executives, CAO, HR supervisors and team, department heads, and employees; external stakeholders include candidates, government agencies, training and comp-&-benefit providers, consultants, and partner organizations.
Responsibilities
Strategic leadership
- Develop and implement overall HR strategy aligned with company goals; partner with senior leadership on human-capital management, workforce planning, and organizational development
- Lead HR initiatives for employee engagement, talent retention, and growth; foster a positive, inclusive, collaborative culture
Team & division management
- Oversee talent acquisition, training, payroll, benefits, employee relations, and performance management; ensure adherence to labor laws and company policies
- Support grievance handling and conflict resolution; guide employee-development and training programs; mentor HR Supervisors on best practices and service delivery
Talent management
- Drive talent acquisition, retention, succession planning, and leadership development; oversee hiring for key leadership roles
- Develop competitive, compliant compensation and benefits strategies
Performance development
- Design and run performance-evaluation processes; conduct monthly evaluations of contractual/probationary employees and quarterly evaluations of regular employees; align performance management with company goals
Organizational development & change management
- Lead HR through organizational change with minimal morale impact; head workforce planning and restructuring (talent realignment, resource allocation)
- Lead periodic review/upgrading of all job descriptions, org charts, workflow/process flows, and procedural guidelines
Compliance & risk management
- Ensure adherence to labor laws, employment standards, and regulations; advise the HR team on legal matters; coordinate with Operations and Legal on company cases; oversee HR policy creation, implementation, and review
Employee relations & engagement
- Oversee recognition/reward programs; conduct and analyze exit interviews to improve retention
Budget & resource management
- Manage the HR budget with effective allocation (minimum of 3 supplier options for sourcing); ensure cost-effective HR initiatives without sacrificing quality
Administrative, reporting & analysis
- Oversee employee-data management and record-keeping (currently spreadsheet-based, exploring automation); ensure data-privacy compliance and coordinate audits with Admin
- Track and analyze HR KPIs/KRAs (turnover rate, satisfaction, engagement index, training effectiveness); submit actionable monthly reports to senior management by the 10th business day
- Perform other duties as assigned
Requirements
- Education: Bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field; Master's degree preferred
- Experience: 7+ years in HR, with at least 5 years in an HR Head role; proven expertise in both transactional and transformational HR; experience leading organizational change and strategic HR planning
