About the role

Cluster Head (Sales and Operations Cluster Head / SOCH), under the Operations Department.  The role oversees both operational efficiency and sales performance for an assigned business unit of at least five (5) branches, working closely with Branch OICs/Branch Managers to keep standard operating procedures strictly practiced while growing sales. Together with the Branch OIC/Manager, the Cluster Head is accountable for hitting and continuously improving branch sales targets while maintaining operational excellence across all branches under supervision. 

Responsibilities

Branch operations & SOP compliance

  • Manage branches and lead day-to-day operations; ensure branches, Branch OICs, and Managers follow standard operating protocols, policies, and guidelines
  • Master all branch positions and act as a short-term reliever for any vacant branch position when needed
  • Monitor and validate all branch working portals — Daily Accomplishment Report, Issues & Concerns, Daily Sales Transactions, Cash Disbursement, Requisition, Petty Cash, Daily Transaction Summary, Vehicle/Mileage/Maintenance Monitoring, Sales Lead Monitoring, Branch Monitoring/Checklist, Cluster Head Portal, and others
  • Ensure branch compliance with the mandated daily group-chat report (timestamp, tally sheet, deposit slip, BIR book, vehicle video)

Sales, marketing & market development

  • Ensure all handled branches hit monthly sales targets
  • Initiate and support marketing plans — defensive-driving seminars, community service, social media campaigns, local promos/ads, collateral (signage/tarpaulins), flyering, and B2B
  • Assess branch market conditions and opportunities; analyze competitor movements and strategies
  • Develop strategic recommendations to increase sales productivity and ensure plans/programs execute on schedule

People management & development

  • Facilitate training and orientation for deployed trainees (Branch OIC/Manager)
  • Set Branch OIC/Manager objectives and provide written performance evaluations/feedback (with HR and Operations)
  • Conduct daily/weekly coaching across the cluster

Compliance, permits & regulatory

  • Ensure compliance with LGU, LTO, and Head Office documentary requirements; renew branch business permits and licenses before expiry
  • Ensure overall branch compliance with LTO and other governing rules; coordinate with LTO, TESDA, LGUs, and NGOs

Finance, cost control & assets

  • Monitor and validate all requisitions; validate HR forms (Official/Personal Business, Travel Order, Leave, Reconsideration)
  • Ensure timely, accurate accounting reports (daily/weekly/monthly); enforce strict branch cost management (service-provider quotations, OT, rest-day duty, equipment usage/maintenance)
  • Inspect company vehicles (physical status, maintenance, registration validity); ensure accuracy of branch regulatory inventory (with Sales & Ops and Accounting)

Issue resolution & reporting

  • Verify and evaluate branch disputes and incident reports, giving analysis/recommendations to Sales & Ops, HR, and Internal Audit regardless of gravity
  • Troubleshoot or escalate branch issues (sales, customer relations, equipment, vehicle, manpower, permits/licenses/accreditation)
  • Relay and explain Head Office information/memos/policies; coordinate with all Head Office departments; represent the cluster at company events
  • Develop comprehensive operational plans for the cluster; submit accurate weekly/monthly reports; perform other assigned duties

Requirements

  • Education: Bachelor's degree in Business Administration, Management, Education, or a related field
  • Experience: 3–5 years of managerial experience, preferably in education, training, transport services, or multi-branch operations; proven track record in people management, business development, and customer service, plus regulatory compliance and coordination with government agencies (LTO, TESDA, LGUs)
  • Trainings: Leadership/supervisory and customer-service/conflict-management training; basic road-safety/driving-education knowledge (advantage); TESDA/LTO-related certifications (if required by law)
